Austria / Ukrainian cars / The next chapter
Your car
came with you.
Can it stay?
It brought you here. It does the school run. Now Austria’s rules have changed — and keeping it deserves a better answer than “just change the plates”.

For several years, a Ukrainian number plate in Vienna was almost invisible.
It sat outside schools, supermarkets and apartment buildings. The car had insurance. Its owner had rather more important things to worry about. Austria had created special rules for people displaced from Ukraine.
Then the rules changed.
Now a perfectly familiar car has become an unfamiliar decision: register it in Austria, take it elsewhere, or replace it?
For cars arriving from 30 July 2026, the ordinary rules apply: generally one month where the car is based in Austria, or up to a year where it is not. A trip across the border does not restart the one-month clock. Official Austrian guidance
The useful question is not how to buy Austrian plates. It is what keeping this particular car will actually involve.
Two Ukrainian cars.
One Vienna street.
Completely
different bills.
One has the right history and European approval.
The other has expensive questions where its documents should be.
The first number can arrive
before the number plate.
A Ukrainian registration does not tell you the car’s EU customs position. Before Austrian registration, that position has to be settled.
The official guidance gives the ordinary import treatment as generally 10% customs duty and 20% import VAT where no relief applies. These are not a flat “30% fee”: the applicable valuation and tax bases need checking. Official Austrian guidance
The potentially decisive alternative is Übersiedlungsgut — relocation property. Qualifying personal belongings can receive customs and import-VAT relief. Previous residence, ownership, use before moving and the timing of the move all matter. Relief has to be claimed, rather than assumed from the colour of the plate. BMF: relocation-property relief
Even a duty-free car needs a customs procedure before the NoVA process and database release. “Exempt” does not mean “nothing to do”. Official Austrian guidance
Check this before commissioning the rest of the journey. A missing exemption can change the entire decision.
Same car.
A different tax history.
NoVA is Austria’s one-time vehicle tax. Where it applies, value, emissions and the applicable tariff can make it a substantial part of the cost.
There is a special Ukrainian tariff rule. All four conditions matter:
- First registered in Ukraine before 1 March 2022.
- Continuously registered in Ukraine.
- Now actually being registered in Austria for the first time.
- Austrian registration to someone with qualifying temporary protection.
When these conditions are met, the relevant Austrian tariff is the one that would have applied at first registration. Otherwise, the ordinary third-country used-import rules generally apply. Official FAQ: NoVA, questions 25–29
Relocation-property customs relief does not itself remove NoVA. That is a separate question. Official Austrian guidance
So no, two similar cars do not necessarily generate similar tax bills. We need the dates and the documents before the calculator becomes useful.
04 / COC & Einzelgenehmigung
A European badge
is not a European
approval.
A familiar model name does not tell you which market the car was built for.
With EU type approval
A COC — Certificate of Conformity — can establish the EU approval route. The vehicle’s approval data must be entered in Austria’s Genehmigungsdatenbank. A missing paper COC is a reason to check the approval, not automatically a reason to give up.
Without EU type approval
An Einzelgenehmigung, or individual approval, is required through the provincial inspection authority. The feasibility of approval, any exceptions and necessary modifications should be checked before spending on the process. Austria: vehicle import and approval
This is where “it’s just a normal car” can become an unexpectedly expensive sentence.

05 / §57a · The actual car
The paperwork can pass.
The car still has to.
If a periodic inspection is already due under Austrian rules, a positive Austrian §57a report is needed before registration. A Ukrainian technical inspection does not replace it. Official FAQ: inspection, question 16
Brakes, tyres, corrosion, warning lights: the car’s mechanical condition is part of the budget. A file of immaculate documents does not repair a suspension arm.
This is also why an estimate should leave room for the car in front of us, rather than only the car described by its VIN.
The decision before the paperwork
Is this car even
worth legalising?
A five-year-old European-spec car you own, know and intend to keep can be worth the effort.
A much older, high-emission car with missing approval evidence and repairs waiting underneath may produce a different answer.
01 / Keep this car
The cost of staying.
- Customs & import VAT
- What applies after any relief
- NoVA
- The applicable tariff and vehicle data
- Approval & documents
- COC, database entry or individual approval
- Inspection & repairs
- What the actual car needs
- Registration & insurance
- Getting onto Austrian plates; ongoing costs
Add the whole route.
You keep a car whose history you know.
02 / Replace it
The cost of starting again.
- A comparable replacement
- A car that meets the same everyday needs
- Minus sale proceeds
- A realistic amount, after a lawful sale or export route
- Buying & getting it home
- Checks, transport and registration
- First repairs & servicing
- The next car has its own unknowns
- Ongoing ownership
- Insurance, tax and maintenance
Compare the complete alternative.
A cheaper advert is only the starting point.
There is no prize for spending €8,000 legalising a €7,000 car.
An illustration, not a quote. Compare the complete cost, the car’s condition and realistic alternatives — including replacement costs and the value of a known history.
Keeping it is an option.
So is letting it go.
Export or replacement may make more sense. But “sell it” needs a customs check first: sale within the EU is not permitted while the car remains under temporary admission. Relocation-property relief also comes with disposal restrictions. Official FAQ: alternatives, questions 21–23
The sensible exit depends on the car’s customs position and the destination’s rules. Moving it elsewhere does not make those rules disappear.
The useful answer is knowing the cost before discovering it halfway through.

First, we assess the documents, map the likely route and identify the expensive unknowns. If the numbers work, we can coordinate the Austrian steps with the relevant specialists and authorities.
Customs. Approval. Inspection. NoVA. Insurance. Registration. Not every car needs every intervention. That is rather the point.
